Cleaning windows is among the duties that are often performed by foreign domestic helpers (FDHs). In a city like Hong Kong, however, where most people live in high-rise apartments, window cleaning must be done with utmost care and consideration for the safety of domestic helpers.
To protect domestic helpers and prevent accidents, the Hong Kong government included a safety clause in workers’ Standard Employment Contracts (SEC). This clause states conditions for cleaning windows that are not located on ground level or adjacent to a safe balcony or corridor.
Clause for Cleaning Windows Included in Employment Contract
Since January 1, 2017, all FDH employment contracts should have a “window cleaning” clause, in compliance with Hong Kong’s labour law. This clause states that when a domestic helper is required to clean the exterior of a window that is not on ground level, or adjacent to a safe balcony or corridor, the following conditions must be ensured by the employer:
- The window to be cleaned must be fitted with a grille that is locked or secured in a way that prevents it from being opened; and
- When cleaning the window, no part of the FDH’s body should extend beyond the window ledge, except for her arms.
NOTE: If the window does not have a safety grille, the domestic helper is legally entitled to refuse to clean the exterior of the window.
Safety Tips for Employers and Employees
Aside from the above, employers as well as employees should always keep the following safety tips in mind:
- Use Proper Tools. These days, there are long-handled and magnetic sponges that can be used to safely clean windows from the inside, without having to step out.
- Don’t Step Up. Never stand on chairs or ladders near an open window, to avoid accidents and injuries.
- Be Aware of the Weather. Avoid cleaning windows during rainy days or windy days, as windows and surfaces can get more slippery and unsafe.
Recommendation for Windows Without Grilles
If the residence is located in a high building, and the windows do not have safety grilles, hiring professional window cleaning services is recommended. Professional window cleaners use special equipment for cleaning high-rise exteriors. This way, the safety of both the employer and employee can be ensured, while accidents and injuries can be prevented.
In any case, the safety of domestic helpers, and everyone else inside the house, is very important. Unless the safety conditions for cleaning window exteriors are met, it’s better to hire professional cleaners instead. At all times, the people’s safety and well-being should be the main priority.
