Duties and Responsibilities of Foreign Domestic Helpers (FDH) in Hong Kong

At present, there are around 380,000 foreign domestic helpers (FDH) in Hong Kong, majority of which come from the Philippines, Indonesia, and other countries. As of October 2026, their minimum monthly wage is HK$ 5,220, plus free food or a monthly food allowance of HK$ 1,236.

Foreign domestic workers are expected to perform different types of duties, such as cooking, cleaning, baby-sitting, and caring for elderly persons. Likewise, they are required to meet certain obligations as stated in their employment contract.

Cooking, Cleaning, and Other Domestic Duties

The duties of domestic helpers are outlined in the “Handbook for Foreign Domestic Helpers,” which is published by the Hong Kong Labour Department. Among these tasks are cooking, cleaning, caring for children and the elderly, ensuring home security, and handling emergencies.

Cooking and Cleaning

Since most employers are busy with work, the task of cooking is often assigned to domestic helpers. Learning the local cuisine may take some time, especially since helpers come from other countries. They should also consider employer’s dietary preferences (e.g. less salt, less sugar).

Other domestic duties include general cleaning, washing and ironing clothes, gardening, and other household chores.

Taking Care of Children and the Elderly

In most families, both parents work all day, and so domestic helpers are expected to take care of young children. Their tasks may include feeding, bathing, bringing the kids to school, and so on.

In some families, there are elderly persons who need care, as well. Aside from helping with feeding and bathing, domestic helpers may be tasked to make sure they take their medicines and other health requirements.

Ensuring Home Security and Handing Emergencies

When the employers are out, domestic helpers are expected to ensure home security — keeping doors locked, switching on alarm systems, etc. In case of fire or accidents, they should know how to contact their employer right away, and to call emergency hotlines when necessary.

Domestic Helpers’ Obligations and Responsibilities

Aside from performing their duties, foreign domestic helpers are also expected to comply with the laws of Hong Kong. This involves adhering to the following conditions, as stated in their employment contract:

Perform Domestic Duties Only

FDHs shall perform domestic duties only, such as cooking, cleaning, baby-sitting, and so on. Performing non-domestic duties may be in breach of their contract, making them liable to prosecution under the law.

Work for Official Employer Only

FDHs are not allowed to work, even on a part-time basis, for any person other than the employer specified on their contract. Doing so would make them liable for prosecution, which could lead to a fine and jail time.

Work at Employer’s Residence Only

FDHs are not allowed to work in places other than their employer’s residential address, which is stated in their contract. Doing so would be considered a breach of their contract.

Not Engaging in Other Employment or Business

FDHs are not allowed to take up unapproved employment, nor are they allowed to engage in any business, without the approval of the Director of Immigration.

NOTE: Breaking one or more of these rules is considered unlawful and a breach of contract, and could lead to prosecution. Upon conviction, those who are found guilty could face a maximum fine of HK$ 50,000 and imprisonment for two (2) years.

Like any other job, being a foreign domestic helper comes with a set of duties and responsibilities. As migrant workers, they are also required to comply with their contract, and ultimately, the laws of Hong Kong.
