PCG Hong Kong Warns OFWs Against Surrogacy Jobs Overseas, Visa Fixers

A few years back, the Philippine Consulate General (PCG) in Hong Kong warned Filipinas to be careful of sweet-talking foreigners, as they could become victim of “love scams” or other similar crimes. Recently, the PCG has issued another warning for Filipinas, especially Migrant Domestic Workers (MDWs).

Last Monday, 19th May 2025, the PCG issued another advisory, warning all Filipinos in Hong Kong against surrogacy jobs abroad. It also cautioned them against dealing with “visa fixers” who are posing as representatives of licensed recruitment agencies.

OFWs in HK Warned Against Surrogacy Jobs and Visa Fixers

Though a post on its official Facebook page, the Philippine Consulate General (PCG) in Hong Kong warned Filipinos, particularly Migrant Domestic Workers (MDWs), against surrogacy jobs in Georgia and other countries.

Syndicate Targets MDWs to be Surrogate Moms

The advisory was based on reports received by the PCG, wherein a syndicate is targeting terminated MDWs in Hong Kong to work as surrogate mothers in Georgia. The MDW is persuaded to pretend to be a returning worker to Hong Kong. Afterwards, she is transited through the UAE or Qatar, before arriving in Georgia. There, she becomes a victim of rape and forced abortions.

Fixers Pose as Representatives of Employment Agencies

Likewise, the PCG advisory cautioned Filipinos against visa fixers who are posing as representatives of employment agencies. Based on reports, fixers charge HKD 20,000 to HKD 25,000, promising Foreign Domestic Helpers (FDHs) visa sponsors in Hong Kong.

The fixer convinces the MDW that she can stay and work in Hong Kong without having to work for the employer stated in her Standard Employment Contract (SEC). However, this act is a “crime of false representation to an immigration officer” under the Hong Kong Immigration Ordinance. It is punishable with imprisonment of up to 14 years, plus a hefty fine of up to HKD 150,000.

Deal with Licensed Recruitment Agencies Only

To avoid such scams, the PCG reminded all Filipinos Hong Kong to deal with licensed Philippine Recruitment Agencies (PRAs) and accredited Hong Kong Employment Agencies (EAs) only. Visit this site to see the list of licensed PRAs; meanwhile, go to this page to view the list of accredited EAs.
