The Certificate of No Criminal Conviction (CNCC) is an official document which certifies that a person has no criminal record. Issued by the Hong Kong Police Force, it is typically required for visa and immigration applications.
For those who are seeking employment visas, dependent visas, investments visas, or permanent residency in Hong Kong, getting a CNCC is mandatory. It must be noted, however, that the processing fee for this document has increased recently.
CNCC Processing Fee Raised from HK$ 311 to HK$ 340
In a Facebook post, the Philippine Consulate General stated that the Hong Kong Police Force has raised the processing fee for CNCC applications. Starting 12 October 2026, the fee shall increase from HK$ 311 to HK$ 340.
Furthermore, the Philippine Consulate General also reminded Filipinos in Hong Kong that one of the requirements for the CNCC is a request letter from the relevant Consulate General, immigration, or government authority of the country that requires submission of the said document.
For instance, a Filipino who is applying for a U.S. Visa needs to obtain a request letter or endorsement from the U.S. Consulate General in Hong Kong, and not from the Philippine Consulate General in Hong Kong.
Meanwhile, if a foreigner plans to travel to the Philippines and needs a visa, a CNCC may also be required — like in the case of the 13A Spouse Visa, which is issued to foreign nationals married to Filipino nationals. In this case, the applicant must secure a request letter from the Philippine Consulate General in Hong Kong. Keep in mind that the request letter from the Consulate General for a CNCC application is free of charge.
Finally, the Philippine Consulate General stated that if the Hong Kong Police Force finds no criminal conviction against an applicant, the CNCC will be sent directly to the Consulate General, immigration, or government authority concerned — and not to the applicant.
CNCC Requirements and Procedure
As a reminder, here are the general requirements when applying for a CNCC:
- Filled out application form;
- Signed fingerprint consent form;
- Hong Kong Identity Card (HKID) card or valid Travel Document;
- Standard personal data form (for visa applications); and
- Request letter from relevant Consulate, immigration, or government authority indicating the applicant’s name and the need for a CNCC.
Those who are seeking a CNCC may apply online through the Hong Kong Police Force Online Applications Platform. They may also submit applications in-person at the Certificate of No Criminal Conviction Office at 14/5, Arsenal House, Police Headquarters, 1 Arsenal Street, Wan Chai, Hong Kong. The office is open from Mondays to Fridays, between 9:00 am and 5:15 pm, but closed during Saturdays, Sundays, and public holidays.
NOTE: As of 30 March 2026, qualified applicants who are using the “iAM Smart” app to apply for a CNCC online don’t need to submit fingerprints, unless required by the Hong Kong Police Force under special circumstances.
