DMW and OWWA Seek Extra PHP4 Billion for OFW Aid in 2027

The Department of Migrant Workers (DMW) and the Overseas Workers Welfare Administration (OWWA) are asking Congress to approve an additional Php 4 billion for their 2027 budget. The request, raised during a Senate Committee on Finance hearing on September 21, 2026, could mean stronger support for Filipino workers facing emergencies, legal trouble, or sudden job loss — including those based in Hong Kong.

Why More Funding Is Needed

The proposed 2027 National Expenditure Program (NEP) allocates about Php 11.616 billion combined for DMW and OWWA — slightly less than the Php 11.745 billion they received in 2026, and well below DMW’s original proposal of Php 37.674 billion.

To address the shortfall, both agencies are requesting separate increases:

  • DMW: Php 2 billion, with Php 1 billion set aside for the AKSYON Fund
  • OWWA: Php 2 billion for welfare, livelihood, scholarships, and reintegration programs

What the AKSYON Fund Covers

The AKSYON Fund — Agarang Kalinga at Saklolo para sa mga OFW na Nangangailangan — is DMW’s primary emergency fund for distressed OFWs. It covers:

  • Legal aid for labor complaints and contract disputes
  • Medical assistance for workers who fall ill or get injured
  • Financial help during emergencies
  • Humanitarian support in crisis situations
  • Repatriation for workers who need to return home urgently

A Php 1 billion boost would allow DMW to assist more workers in need.

Senate Shows Support

Key senators backed the request, including Finance Committee Chairperson Sen. JV Ejercito, budget sponsor Sen. Joel Villanueva, and Senators Erwin Tulfo, Raffy Tulfo, and Bong Go.

Sen. Ejercito acknowledged that budget space is tight but assured the agencies that OFWs have strong backing in the Senate. Lawmakers also pointed to ongoing security concerns in parts of the Middle East as a reason to keep emergency reserves strong.

The request will proceed to Senate plenary for deliberation. Final approval still depends on the full budget process.
