MANILA — The Senate has unanimously approved Senate Bill No. 2423, the proposed Bagong Balikbayang Manggagawa Act, on third reading. The House of Representatives had already passed its own version. The bill aims to create a structured, long-term reintegration system for returning overseas Filipino workers (OFWs) and their families.
The measure passed 17-0, with no abstentions, the Department of Migrant Workers (DMW) confirmed.

What It Offers Returning OFWs
The bill would expand government support in four areas:
- Skills training: Education and development programs to help OFWs prepare for work back home.
- Psychosocial support: Counseling and care for workers and families adjusting after years apart.
- Livelihood and entrepreneurship: Help for OFWs who want to start or grow a business.
- Employment assistance: Job-matching services for those seeking local work.
DMW Secretary Hans Leo J. Cacdac said the bill is a vital step to ensure government service to OFWs continues through their return — through care, knowledge, livelihood, jobs, and opportunities for workers and their families. President Ferdinand R. Marcos Jr. certified the measure as an urgent priority.


Not Yet a Law
The bill has cleared both chambers but is not yet in effect. Lawmakers must first reconcile any differences between the Senate and House versions, then both chambers will ratify the final text. The bill then goes to the President, who must sign it — or it lapses into law after 30 days if no action is taken. Implementing rules will follow once it is signed.
