Filipinos living and working in Hong Kong can apply for overseas voter registration for the 2028 Philippine national elections.
The registration period started on December 1, 2025, and will continue until September 30, 2027.
Qualified Filipinos may register at authorized Philippine diplomatic offices, including the Philippine Consulate General in Hong Kong.
Who Can Register to Vote?
Overseas voter registration is open to qualified Filipino citizens who will be at least 18 years old on May 8, 2028.
Applicants must be abroad during the overseas voting period and must not be disqualified under Philippine law.
Filipinos who were previously registered in the Philippines may apply for certification as overseas voters.
Existing overseas voters who have moved to Hong Kong or need to correct their records may also apply for the appropriate update.

However, this is only the first part of the registration process.
Filipinos still need to visit an authorized registration site for verification and biometrics collection.
Online voting and online voter registration are different processes.
Hong Kong was among the overseas posts assigned online voting for the 2025 Philippine elections. However, enrollment in an internet voting system should not be confused with registering as an overseas voter for 2028.
